I think having a "Shout Box" on the top of the homepage is a really good idea.

An example (with the ads blocked out):

I think its a free php script that you can download, though im not too sure.

I don't see it being used all that much, but having said that it'd be a reasonably cool feature as long as it's restricted to the main index.
Also, an option to collapse it would serve to prevent the annoyance of people who dislike the idea.

I added a chat link in the top menu. It's kinda flaky right now. Not all messages post for some reason. Still trying to figure that one out.
