1) Who is to blame for the government shutdown?

2) How should the government shutdown be resolved?

Don't worry. Under Tea Party leadership, the GOP will become more and more irrelevant.
The Tea Party is one part of the GOP, and speaking of dropping support, have you seen Obama's poll numbers lately? Completely amazing he is still parroting the untruth that you can keep your coverage under his plan.
Obama spoke falsely on this issue. Although many can keep their plan, some cannot. The reason is, because Obamacare raises the standard of healthcare. Before the ACA, health insurance agencies could deny people with preexisting conditions, and women for prenatal care. Obamacare says they cannot do this. It requires health insurance agencies to uphold the new standard. If anything people should be grateful that they cannot be turned down because they have diabetes or cancer. Women should be grateful that prenatal care costs the same as all other care. Those who have plans that deny them healthcare for the above mentioned preconditions have to find other health care that does cater to their needs. How is that bad? Obama I do not support, but ACA I do. Romneycare is the exact same and it has worked well. Premiums will go up initially but once the market evens out there will be no difference. It is no different from lower gas prices in the winter as opposed to the summer. Right now it is the summer for ACA.
You are free to support a welfare state. I don't.
Can you support an explanation why this would lead to a welfare state?

I believe that the democrats are entirely responsible for the shut-down. They are the ones who tied the Affordable Health Care budget to a government shut-down. They are the ones who used extortionary tactics to get their way.

There is no good reason for them to have used such tactics.
The ACA was "tied" to the budget because it passed in the Senate 40xs. This is the way democracy works. The repubs were the ones who wouldn't sign the budget for fiscal year 14. Even after ACA was passed so many times. ACA was the only reason to hold the budget for ransom. Have you watched any other news than FOX?
Actually, I prefer the less biased BBC news.

You asked only one question, and I answered it.
