If you are referring to those mentioned in 1 Corinthians 15, these refer only to the righteous, and these are all who have repented of their sins, and have the hope of heavenly life.
You can read from verse 18, to get the sense of that.
If you are referring to John 5:28, and Acts 24:15, yes, this resurrection includes both the sorry, and those not sorry.
The context matters in how we apply the scriptures.

All of the human race that accept Jesus as their Redeemer will be made alive. Those who have willfully and deliberately disobeyed God and never repented would not be resurrected. God isn't going to resurrect those who are purely evil. You have not shown any scripture that states that Our dear Father Adam is excluded from the resurrection.
You have not shown that Adam and Eve have had any experience whatever that their eyes were opened to understand the difference between good and evil.
You should also remember the everything that God had planted in theGarden of Eden was very good including “the tree of the knowledge of good and evil”.
Why would God have allowed Lucifer to also be in the Garden of Eden in the first place?
You have not shown from scripture where God had cursed Adam for making his very first experience in exercising the God given power of agency in the garden.

So you're claiming that God got it wrong when He stated that "all" will be resurrected.
He said that believers in Christ will be resurrected at the Second Coming.
And He said that every nonbeliever will be resurrected after the Millennium and face judgment.
I'll have to side with God on this one.

Post #80Sin has nothing at all to do with who is resurrected. Every human who ever died will be resurrected, even those who committed the unforgivable sin.
"All" includes those who blasphemed against the holy spirit.
For sin shall not have dominion over you: for ye are not under the law, but under grace. (Romans 6:14)
Sin was a problem under the Old Testament. That problem was fixed under the New Testament.
Deceased believers will be resurrected to everlasting spiritual bodied life at the Second Coming, and deceased nonbelievers will be resurrected to human life after the thousand year Millennium.
That's everyone!
