1.Increase the moderation team.
2.Two or more mods are assigned to each sub forum or a combination of mods are assigned to more than one. If all the mods of a sub forum are involved in a thread that has a rule violation, a mod from a different sub forum or even an admin could still respond. And even if visiting a subforum that isn't assigned to the mod they can still respond.
By doing this the need to rely on reported violations becomes less of a requirement to catching the offense. By assigning the mod(s) each sub forum they enjoy the most will make it easier for them to find the violations as all subforums would naturally be viewed by the mods much more thoroughly.
I have a suggestion that can make moderation easier.

In principle, those ideas are good. But, it's actually difficult to find good moderators. So, one huge bottleneck is getting qualified moderators. Another problem is that it's difficult to read through all the threads, even if it was limited to just one subforum.
