Post #82If you are meaning how one party blames the another, then yes. What I believe were are noticing is just humans doing their natural tribal human behavior and rulers taking advantage of it.
How do you divide and conquer people?
Elements of this technique involve:
creating or encouraging divisions among the subjects to prevent alliances that could challenge the sovereign and distributing forces so that they overpower each other.
IMO, encouraging/creating division is similar to: Religion is regarded by the common people as true, by the wise as false, and by the rulers as useful.
You can give a man a fish and he will be fed for a day, or you can teach a man to pray for fish and he will starve to death.

But, i have to wonder if you are mistaking scapegoating for pointing out the responsible party. That is, if Responsibility is important to you?
