That High Priest would be the man Jesus Christ.
And Jesus was
tempted in every respect as we (humans) are.
Only the experience of sinning was unknown to Him.
As we all would be able to accomplish if we had what biblical Jesus had.
But in order for that to have been the case, we would have had to relinquish the Genuine Human Experience our Human forms were created for in order to allow the genuine experience to happen. By keeping our memories of prior our existence and being able to make things appear out of nowhere and raising our dead etc...we cannot know what it is like to be truly Human.
Perhaps that is one of the reasons why Christians want to believe that biblical Jesus was ''human in every way" so they can ignore his clearly saying otherwise.
Hebrews is someone telling us what they believed biblical Jesus was. Biblical Jesus tells it another way.
Since we are Human, we can choose whichever version that suits us.
