Apparently, there are people----including politicians----who actually want to shoot at drones being flown overhead.
If you shoot at something up in the air and miss, that bullet is going to come down somewhere.
Look up "Shannon's Law".

1. the freedom to send our kids off to school every morning never knowing if the next time we see their faces will be at the bus stop or in the morgue
2. the freedom to sit at the kitchen table trying to figure out how to help our [surviving] kids avoid bankruptcy while trying to repay all the loans they had to take out to get through college
3. the freedom to sit at the same kitchen table trying to figure out how we're going to buy groceries and pay for Grandma's lifesaving medication this month....or if we'll have to choose between them
4. the freedom to lie awake at night wondering if our Social Security and Medicaid are going to be there when we need them and what we're going to do if they're not
I don't know where you are but, wherever it is, how much of that "freedom" would you want for yourself......or wish on your worst enemy?

I think you've created a list of things that there should be common ground on changing. Probably a million different opinions on the solutions but when I look at your list I can't imagine why anyone would disagree... unless they're evil?
Back to the OP and to eliminate the risk of falling bullets how about bringing the drones down with laser pointers?
