When was Heaven created?

The concept of ‘heaven’ doesn’t really feature in the Old Testament. The closest thing is ‘Sheol’ (or ‘Hades’ in the Greek) which is supposedly a dark resting place under the earth.

After death, whether good or wicked, everyone goes there to rest until some future resurrection.

By the time of the New Testament, heaven is described differently. See John 14:2 for example.

So, when did God create heaven? Does Sheol still exist as a ‘halfway house’ as well?

Because all proposed answers to the question in the original post (OP) are inherently unfalsifiable, no quantity or quality of reasonably obtainable evidence will ever function to prove or disprove them. Accordingly, arguing about the different possibilities is a demonstrably pointless exercise because it is impossible to rule-out any of them. It would have been equally problematic if the OP asked how many angels can dance together on the head of a pin. Nevertheless, some of us are at least entertained by the Christian apologists who waste their own and each other's valuable time debating this nonsense.

How does someone justify an opinion about an unfalsifiable claim when no quantity or quality of reasonably obtainable evidence will function to demonstrate if it is more likely to be true than any other unfalsifiable claim?

I don't think opinions and claims are synonyms. An opinion is how one looks at and/or feels about something, it may or may not be based on fact. It might be based on personal experience, cultural influences, beliefs or any number of things. My take is that the OP is asking what opinions people hold, regardless of whether those opinions are based on that which is falsifiable or not.
