The Sum of Nepotism is Racism?

Question for Debate: Does it actually matter whether someone has racism as a motivation, or is what matters, the fact that someone has no realistic prospects in a particular industry because of the colour of their skin?
As an example, and this is only what I have seen mind you, but Jews aren't racist. At least, they don't look at another Jew they don't know from Adam and be like, "He's in," the way white people do with another white person. But they are nepotist, and if somebody's cousin's wife's brother's illegitimate son needs a job, he tends to have one, regardless of competency. And this isn't done with malice for the person left out, but with compassion for the one brought in. It isn't racism but if it adds up to the same effect as racism, should we differentiate? If so, why? If not, why not?
