Probation modification

The rules have been changed so that a user under probation will be assigned to the "Under Probation" rank. A probation avatar will also be displayed next to all of the user's posts. And a fine of 2000 tokens will be imposed.
Users under probation can request to be removed from probation after one month by sending a PM to an admin or moderator.
