why does God create physically handicapped children?

Why does God create physically handicapped children?Why do they suffer from birth?why are other children created with Good health and born in Good families while the unlucky are born as destitutes,orphans and as physically handicapped children?

what is the religious explanation for this?

I think for the Judeo-Christian God, this is a good example of suffering and a test of faith and even God's response to it.

I belive this is equal to saying we don't know and have no answer for the question. If no one can comprehend God's actions then they are irrelevant. I personally think that it happens because it can happen. What God provides is the opportunity to live enjoy and suffer. Of course this would be the same if there was no God. Possibility brings sometimes bad results because if you didn't have the Possibility you wouldn't be anyway. I would say God is all contingencies and Possibility, the ultimate rememberer and experiencer(Are those even words?).

Maybe it's like lottery, when God created human he has this huge gene pool that he can choose genes from and he draws randomly and he just puts them together like Lego and occasionally there are combonations that will turn out bad and that's how it is. Haha just my guess
